Responsibilities
Specific Responsibilities of the Job:
- Provides strategic and operational leadership of the PHNTX 340B Program; oversees the implementation and accountability of all contract pharmacy relationships.
- Ensures Policies and Standard Operating Procedures (SOPs) are complete, correct, current, and followed. Remains current with, communicates, and implements policy and procedural changes as directed by HRSA Office of Pharmacy Affairs (OPAIS).
- Serves as Primary Contact (PC) for the OPAIS 340B database.
- Leads the evaluation, growth, and accountability of the six current Third-Party Administrator relationships and agreements.
- Assists the Chief Pharmacy Officer with organization and summarization of key performance indicators of the 340B contract pharmacy program.
- Acts as either the primary or secondary point of contact for all HRSA and third party 340B program audits in partnership with the Chief Pharmacy Officer.
- Collaborates with Finance, Informatics & Analytics, Legal, and other leadership to understand and optimize 340B savings potential.
- Provides independent judgment on how to best optimize the contract pharmacy program, including evaluation and accountability of all wholesaler arrangements, purchases, and rebates.
- Demonstrates thorough understanding of carve-in/carve-out models, Medicaid program requirements, drug exclusions, manufacturer restrictions, patient definition, and claims reporting and submission.

Skills & Qualifications
Required Knowledge, Skills and Abilities:

- Ability to evaluate and utilize large data sets from multiple systems to demonstrate program optimization and opportunities for further growth
- Fluency with relevant Pharmacy Information Systems (PIS)
- Fluency with relevant Electronic Health Record (EHR/EMR)
- Fluency with MS Office or comparable office software (strong Excel skills, in particular)
- Excellent team leadership & supervision, planning, and project management skills necessary.
- PharmD and active Texas Pharmacist licensure required.
- APEXUS ACE Certification and/or business degree preferred.
- Previous work and management experience as a pharmacist in a 340B setting required.
- Experience with management of contract pharmacies in a community health setting is strongly preferred.
- Experience with grants, pharmaceutical assistance programs, sliding fee scales, and/or similar assistance programs preferred.
