General Description:
 
The Payroll Accounting Manager (“Manager”) oversees all finance and accounting activities related to payroll, employer-paid benefits, payroll taxes, and salary allocations.  The Manager handles various special payroll situations and utilizes the HRIS/Payroll system, ERP/accounting system, Excel, and other tools at an advanced level.

Responsibilities

Specific Responsibilities of the Job:
  • Ensure the HRIS and Payroll system(s) are correctly configured, and EDI integrations with retirement plan are managed, for the proper processing of all payroll transactions and for all necessary internal and external reporting.
  • Develop payroll guidelines and procedures to ensure consistent management of the organization’s payroll. 
  • Ensure relevant coding is established and maintained in the payroll system to keep the organization compliant with federal, state, and local tax regulations and company policies.
  • Perform regular reviews of all tax filings such as 941s, C-3s, W-2s & W-3s etc.
  • Monitor needs and registration requirements for state and local payroll tax account
  • Ensure the accuracy of all dimensions/segments in the HRIS system to accurately attribute payroll expenses to the correct location(s), service(s), funding source(s), etc.  Make necessary updates to reflect new hires, transfers, funding changes, compensation changes, etc.  Actively monitor for accurate use of these features and troubleshoot as necessary with staff, supervisors, and trainers.
  • Review employment agreements against HRIS profiles for accuracy and payroll implications, and confirm system is properly updated to reflect current employee base
  • Maintain payroll allocation methodology to distribute payroll expenses among appropriate funding sources.  Calculate payroll allocation monthly and ensure its accurate reflection in the General Ledger.
  • Provide payroll and benefits data as needed for budgets, forecasts, pro formas, benefit plan comparisons, etc.
  • Ensure accurate execution of special payroll situations such as overpayments/clawbacks, incentives and other contract terms, check holds, pay and benefit payout for departing employees, etc.
  • Perform retirement plan responsibilities such as annual census compilation and other needs for discrimination testing and audit support. Ensure timely transfer of retirement funds to administrator.
  • Perform all accounting and reconciliation tasks related to payroll taxes and employer-paid benefits to the general ledger.
  • Supervise the Payroll Accountant and their preparation of regular and special payrolls.  Perform payroll accurately and independently in the Payroll Accountant’s absence.
  • Create and/or generate internal and external payroll-related and benefits-related reports and analyses as assigned.
  • Participate in and compile data for audits, monitoring visits, etc., and lead Texas Workforce Commission audits as assigned.
  • Address employee inquiries and resolve issues related to payroll, deductions and benefits.
  • Evaluate payroll and benefits accounting processes and recommend improvements to increase efficiency and accuracy.
  • Create and maintain clear, organized, auditable, and readily available documentation of all processes and work products.
  • Other duties as assigned.

Skills & Qualifications

Required Knowledge, Skills and Abilities:
  • Advanced Microsoft Excel skills
  • Strong Microsoft Word and PowerPoint skills
  • Demonstrated knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and Fund Accounting
  • Rigorous accuracy and attention to detail
  • Thorough understanding of payroll-related laws, regulations, and practices
  • Excellent verbal and written communication skills.
  • Experience with payroll software(s) such as ADP, Paylocity, ExponentHR or similar
Education and Experience:
  • Bachelor’s degree in accounting, finance, business, or a related field required.   Master’s degree and/or additional relevant certificates, licenses, or certifications (e.g., CPP) strongly preferred.
  • Experience in a medical, scientific, non-profit, governmental, and/or grant-support organization preferred.
  • A minimum of 5 years’ total related work experience with a Bachelor’s degree, or 3 years’ total related work experience with a Master’s degree required.
  • A minimum of 2 years in a supervisory or managerial role preferred
