General Description:

The Human Resources Business Partner (HRBP) serves as a strategic partner to business leaders, aligning HR practices with organizational goals to drive performance, engagement, and growth. This role is responsible for both strategic HR partnership and full-cycle talent acquisition, including workforce planning, recruitment strategy, and hiring execution.


The HRBP provides expert guidance in talent management, employee relations, organizational development, and workforce planning, while directly leading recruiting efforts to ensure the organization attracts, hires, and retains a high-performing, mission-driven workforce in a community healthcare environment.

Specific Responsibilities of the Job:
  • Partner with the VP of HR and leadership to develop integrated talent strategies, including recruitment, retention, succession planning, and workforce development.
  • Partner with leaders to develop workforce plans and hiring strategies aligned with organizational growth and patient care needs.
  • Identify workforce capability gaps and partner with training and leadership to support development solutions.
  • Oversee employee relations, performance management, and terminations in partnership with leadership.
  • Ensure compliance with federal, state, and local employment laws (EEOC, FLSA, FMLA, OSHA, TWC) and manage required reporting (e.g., BLS, EEOC).
  • Manage HR compliance processes, including audits, mandatory training, I-9s, background checks, and employee documentation.
  • Oversee benefits administration (e.g., health benefits, retirement plans, leave of absence, workers’ compensation) and vendor coordination.
  • Support payroll and accounting with compensation changes, PTO adjustments, and pay issue resolution.
  • Maintain accurate HRIS and ATS data for new hires, benefits, training, compliance tracking, and reporting.
  • Conduct exit interviews, manage offboarding, and ensure compliance with COBRA, unemployment, and final pay processes.
  • Analyze and report on HR and talent acquisition metrics (headcount, turnover, tenure, time-to-fill), supporting leadership, board reporting, and HRSA requirements.
  • Assist in preparing HR-related data for grant applications, HRSA site visits, and other regulatory reviews.
  • Lead full-cycle recruitment for clinical and non-clinical roles, including requisition intake, sourcing, interviewing, and offer management.
  • Own end-to-end recruitment and hiring outcomes, while collaborating cross-functionally to ensure successful onboarding, training, and integration of new hires.
  • Develop and execute sourcing strategies across job boards, social media, community outreach, and healthcare pipelines.
  • Manage and optimize the applicant tracking system (ATS) and recruitment workflows to improve efficiency and candidate experience.
  • Ensure a positive, equitable, and mission-aligned candidate experience throughout the hiring process.
  • Oversee background checks, drug screenings, and pre-employment compliance processes.
  • Build relationships with staffing agencies, educational institutions, and community organizations to support ongoing hiring needs.
  • Track and analyze recruitment metrics (time-to-fill, vacancy rates, source effectiveness) and provide recommendations for improvement.
  • Manage job descriptions, compensation benchmarking, and offer development in partnership with leadership.
  • Support recruitment strategies aligned with HRSA requirements, grant-funded roles, and underserved community workforce needs, including culturally competent hiring practices.
  • Partner with credentialing and employee health functions to ensure timely pre-employment clearance, provider onboarding readiness, and compliance with clinical staffing requirements.
  • Partner with corporate and clinical training functions to align hiring needs, onboarding processes, and ongoing workforce development priorities.
  • Collaborate on special projects and manage vendor relationships as needed.
  • Other duties as assigned.

Skills & Qualifications

Required Knowledge, Skills, and Abilities:

  • Strong understanding of HR laws and core functions, including recruitment, performance management, benefits, leave administration, and policy development, with emphasis on healthcare or nonprofit compliance environments.
  • Experience supporting full-cycle recruitment, sourcing strategies, and workforce planning within a broader HR function.
  • Knowledge of clinical and non-clinical healthcare roles, credentialing considerations, and labor market dynamics.
  • Ability to balance strategic HR partnership with hands-on recruitment execution in a fast-paced environment.
  • Strong analytical skills with the ability to interpret HR and recruiting data to inform decisions.
  • Excellent communication, interpersonal, and relationship-building skills, with the ability to influence at all levels.
  • High level of organization, attention to detail, and ability to manage multiple priorities.
  • Proficiency in Microsoft Office and experience with HRIS and applicant tracking systems.
  • Maintains confidentiality, adaptability, and sound judgment in sensitive situations.
  • Ability to travel between work sites on an as-needed basis; must maintain reliable transportation, a valid driver’s license, and proof of auto insurance.
  • Demonstrated cultural competence and ability to work effectively with a diverse workforce supporting underserved communities, including LGBTQIA+ populations and individuals with complex health and social needs; comfort working in a mission-driven healthcare environment is required.


Required Education and Experience:

  • Bachelor’s degree in business administration, human resources, or related field required; equivalent combination of education and experience may be considered.
  • 4–8 years of progressive HR experience required.
  • Experience supporting multiple HR functions, including employee relations, performance management, and talent acquisition, required.
  • Experience in healthcare, nonprofit, or community-based settings preferred.
  • Experience with FQHC operations, HRSA compliance, or grant-funded environments preferred.
  • HR Certification (PHR, SHRM-CP, or equivalent) preferred.
